The Coalition for Humane Immigrant Rights (CHIRLA) was formed after enactment of the Immigration Reform and Control Act of 1986. This is an act that prohibited employment of undocumented workers in the state.

The act had created a loophole for unscrupulous employers to subject undocumented workers to inhumane working conditions since they knew the works could not like to be exposed. It was creating a culture of employers taking undocumented workers as slaves.
